Montana Extreme copper killer and Wipe Out are my go to cleaners. Wipe Out will get the carbon. Glad your Ruger is shooting so well. If you reloaded, I would recommend Sierra 39 grain Blitzkings.

I would go with the Tikka. You must be looking at a varmint model for that price. I would rather start out with a good rifle than get one and have to keep playing with it to get it to shoot well.
