If you can get a bit of dry ice try:

Heat the die and stuck case with a blow drier until they are hot to the touch.

Then apply the dry ice to the bottom of the case, (try not to touch the die).

Might be the primer depth, but could also be that some cases have the shoulder pushed back too far, and move forward enough to prevent good impact by the firing pin.

That said, the data for the V-Max will give you a good starting point. Just pay close attention, (like always), if you start loading close to max powder charges.

Looking at the IMR-4064 load data, it would appear that you should be quite safe with the 4064. The max load IMR lists is a compressed load, at about 3000-psi less than SAMMI the max, so there is no way you can accidentally double charge a case.
