In 204r ,I have shot Winchester,Remington,Hornady,and Federal.None has been shot more than 3 times,except the Federal,which I first used for load workup in my LRPV.I did not anneal,and the cases have 12 fireings.Try annealing the necks to see if that helps.Other brass is Norma,Nosler(made by Norma,I...

Amazing how good they shoot with factory ammo,right out of the box.My LRPV shot a .333 with Federal ammo,back when they loaded with 39gr SBKs,

A 20 VarTarg ,Stillers LPRB drop port,with a Hart barrel 1:12,jewell trigger,and thumbhole laminated stock.

A custom Mini 14 in 20 TAC.24" heavy custom barrel(.780) 1:11,2 lb trigger,thumbhole laminated stock.

There are a few loads on Alliant's load data guide.I used simular powders in Hodgdon,mostly for light target loads.

I use a Lyman DPS 3 powder dispensor,for all loading,but especially for high volume loading.I seat the bullet after each charge,and it goes right into my range box,thus eliminating loading blocks.For a manual measure,I would opt for a Harrels.
