Have you checked at Brownell's? They sell complete actions and bolts. Another place you CAN get one is PTG (Pacific Tool & Gauge) in Oregon.

Just be advised that Remington 700 bolts do can vary by vintage. Some of them have a groove on the right lug and some don't. I don't know if they'll cross change but I'd search it out before spending your $$$ ahead of time.
